Every supply material has a service life. Galvanised steel corrodes shut from the inside and, in Valley homes built before about 1970, is largely at the end of it. Polybutylene — the grey plastic used roughly between 1978 and 1995 — fails at the fittings and does so unpredictably. Even copper develops pinholes where water chemistry and installation conditions conspire.
The decision point is rarely dramatic. It is the third repair in eighteen months, each one reasonable on its own, that adds up to more than the job you have been avoiding. Meanwhile the pressure at the far bathroom keeps dropping and the hot water takes longer to arrive every year.
Repiping a house is disruptive and it is not cheap. It is also permanent, and it is the only plumbing work that reliably ends a category of problem rather than deferring it.
When it becomes the sensible option
Grey polybutylene anywhere in the house
Common in Ahwatukee, Mesa, McCormick Ranch and anything else built in the eighties. It fails at the joints without warning. Insurers know this and increasingly price accordingly.
Galvanised steel supply
Pre-1970 construction. Corrosion narrows the bore from the inside, so pressure falls off at the furthest fixture first. Rust-tinted water on first draw is the confirming symptom.
Repeat pinholes in copper
One is bad luck. Three in two years means the conditions that caused the first are present throughout the system.
Pressure that only fails at distance
Good at the fixture nearest the main, poor at the far end of the house. That is the pipe closing up, not the city supply.

Work is staged so the house is liveable throughout. Most homes are without water for a few hours a day, not for the duration.

PEX or copper, your call, with the trade-offs stated
PEX is faster to install, cheaper, and tolerates hard water and freezing better. Copper has a longer track record and some people simply prefer it. Both are fine; the difference is mostly cost and disruption.
