A storage water heater in the Phoenix metro lasts somewhere between eight and twelve years. Hard water shortens it. A missing or exhausted anode rod shortens it a great deal. There is no version of this where it lasts indefinitely, and there is no repair that resets the clock on a corroded tank.
This is worth being blunt about because the failure mode is unusually expensive. A heater does not stop working politely. The tank rusts through from the inside, and when it lets go the supply line keeps feeding it. Forty to eighty gallons on the floor, then however many more before someone closes a valve.
So the question is not really whether to replace it. It is whether you replace it on a weekday afternoon of your choosing, or at midnight, at emergency rates, alongside a restoration company.
What the tank is telling you
Rust-coloured hot water
The tank lining has failed and you are seeing the steel underneath. This is not a repair. Budget for replacement now rather than discovering the timeline the hard way.
Knocking or rumbling on the burn
Sediment has built up across the bottom and water is flashing to steam underneath it. It kills efficiency and it cooks the tank floor. Flushing helps early; past a point it does not.
Hot water runs out faster than it used to
Sediment is occupying volume that used to be water. A forty-gallon tank with six inches of scale is not a forty-gallon tank any more.
Any moisture at the base
Water around the skirt is a tank leak until proven otherwise. Do not wait to see whether it gets worse. It gets worse.
